Trial Measures for Promoting the Economic Development of First Shops and First Shops in Sanya City
In order to implement the "Construction Plan for Sanya International Tourism Consumption Center (2022-2035)", encourage well-known domestic and foreign brands to list new products in the Sanya market, actively introduce and cultivate high-quality commercial brands, create consumption hotspots, improve consumption levels, promote the economic development of first launches, first shows, and first stores, and assist in the construction of Sanya International Tourism Consumption Center, this measure is formulated.
1、 Support the hosting of debut events
Support well-known domestic and foreign brands to hold their debut event in Sanya. For those who incur actual expenses such as venue rent and exhibition venue construction for the first launch event exceeding 500000 yuan, and those who incur actual expenses such as venue rent and exhibition venue construction for the first show event exceeding 1 million yuan, a maximum reward of 1 million yuan shall be given based on 50% of the actual expenses.
2、 Attracting well-known brands to set up their first store
Support well-known brands both domestically and internationally to open new Asia First Store, China First Store, South China First Store, Hainan First Store, and flagship store. If the actual investment in the decoration expenses of the first store (flagship store) exceeds 1 million yuan, a maximum of 3 million yuan, 2 million yuan, 1.5 million yuan, 1 million yuan, and 1 million yuan will be awarded based on 30% of the actual investment amount.
3、 Promote the continuous strengthening of the brand's first store
A one-time reward of 200000 yuan will be given to the first store (flagship store) that has been awarded and included in the online reporting of the statistical department. After being included in the statistics, if the annual sales increase by more than 20% compared to the previous year, 30% of the reward set up for the first store (flagship store) will be given as a business contribution reward.
4、 Support the evaluation of benchmark catering brands
Support enterprises in this city to participate in the evaluation of benchmark titles such as China's time-honored catering stores, Michelin restaurants, and Black Pearl restaurants. For those who have achieved the actual total investment amount of 500000 yuan or more in the last decoration expenditure before the benchmark title of the evaluated store, a reward of no more than 1 million yuan will be given based on 30% of the actual investment amount.
5、 Encourage benchmark catering brands to settle down
Encourage high-end brands such as Chinese time-honored restaurants, Michelin restaurants, and Black Pearl restaurants to settle down. For newly opened stores with an actual investment of more than 500000 yuan in decoration expenses, a maximum reward of no more than 500000 yuan will be given based on 30% of the actual investment.
6、 Establish and standardize the management of development funds
The competent departments of commerce and finance of the city shall establish funds for promoting the economic development of Sanya's debut stores in accordance with these measures, and formulate implementation rules for the management of development funds. According to the implementation rules, reward and support shall be given to those who meet the conditions. Those who meet the application conditions for other similar special funds at the national, provincial, and municipal levels shall follow the principle of high altitude and not be rewarded repeatedly.
This measure shall come into effect from September 1, 2023, and shall be valid until December 31, 2025.
